Does God really has all the innocent babies?

Because my daughter eight months is the most inconsiderate person ever. She believes that world revolves around her. She pulled her hair, interrupted me, hit me, I totally inappropriate, and only today is dirt all over his white pants. Does God only hurt my baby? Please help me.
